Apply the formula all across the board. If the students are defaulting on student debt then the education purchased is not resulting in a competitive, educated graduate nor is the education resulting in a greater pay grade. Its discriminatory to target private colleges because many of these are populated with minorities and as Mr Morris explained, give low income students a chance at good careers, s.a. a J.D., for example. Which ties in to my second point, if the government wasn't "guaranteeing" $60K per year year in graduate school loans and instead "guaranteed" the cost of a graduate state school loan (20K per year), then new private colleges would not be charging Harvard tuition for non-harvard quality education AND student loans debt would be manageable.
