all government powers must have balance of power. not all powerful tyrany. and stick to our rights and the constitution that you all swore to protect. help us little guys, we are hurting under this economy and this will just cause more pain and suffering and higher electric bills for some natural co2 gas that only .04% of the air is co2. and the plants need more.REPORT COMMENTS

The EPA (and CARB for that matter) is/are out of control...and I say this as a retired Automotive Emissions Engineer! Regarding the mobile source emissions regulations from on-road vehicles, the industry has reached a point of diminishing return since LEVII regulations were enacted. The infinitesimally small reductions in emissions since LEVII do not, in my less-than-humble opinion, offset the increase in complexity and cost...not to mention the lack of serviceability of the current generation of vehicles. Until we have a viable alternative to the IC engine, the EPA and CARB must consider the entire emissions impact of manufacturing the current generation of overly complex and disposable vehicles, not just tailpipe and evaporative emissions!! In other words, manufacturing ultra-high tech disposable vehicles that only last 7-12 years is worse for the environment than a less high-tech yet more durable and serviceable vehicle that is operated fro 15-20 years (if one considers the full environmental impact of the manufacturing process!). Further, the emissions of the cattle industry (both raw HC and CO2) almost equal that of automotive mobile sources! The EPA and CARB both need to stop the power grab and realize that all they are doing is instituting what I call "Government-Mandated Planned Obsolescence"!REPORT COMMENTS

The EPA has demonstrated its inability to handle power by acting as bullies unwilling to yield to reason.REPORT COMMENTS
