The EPA should not be granted the authority to garnish wages - especially not though executive action by a president that has routinely usurped Congress in this manner. Sadly, the proposed EPA fines are crippling and apply not just to traditional pollution but to carbon dioxide emissions that allegedly further global warming. This is another sign that administrative "law" is out of control. The U.S. Constitution vests all federal legislative power to Congress, not the executive branch, period.
